Focus on getting the property to a Band C under the current system before the new stricter HEM assessment model is implemented. If you own/rent out a solid-wall property (typically Victorian), your safest and cheapest route is to act early. By using standard methods like loft insulation and heating controls, which will typically cost you a few hundred pounds, you can lock in your compliance and shield you from the dual-metric HEM assessments and heat pump requirements for a decade. This stricter HEM assessment model is due to be released later this year (2026).
ACT NOW TO PROTECT YOUR RENTAL INCOME
EPC Cheltenham will carry out an Energy Assessment and issue an Energy Report which will detail your current rating. This Energy Report will then be copied and the data inputs modelled to achieve a C rating. You will be issued with this second Energy Report together with a list of requirements to achieve a C rating. Once these requirements have been implemented, a further assessment will be carried out and a new 10 year EPC will be issued.
For the majority of properties that have a D67 rating, (which is the average rating in England), the average cost to carry out the recommendations to achieve a C rating and to safeguard your rental income for another 10 years is less than £300.
